FY 2017-18:
Each legislative year at least one issue rises to the top as among the most important for CSAC—with the most potential to impact counties.
This year three issues fit that bill and we have produced brief videos highlighting the effort CSAC put into Senate Bill 1, Assembly Bill 1250 and In-Home Supportive Services (IHSS.) Today’s video, the last of the three, looks the IHSS Issue.
The Governor’s January Budget proposal would have shifted an additional financial burden of more than $600 million to counties. Working with the CSAC Officers, Executive Committee, and in strong partnership with the County Administrators, CSAC was able to significantly reduce the cost shift. Though focused on IHSS - the issues and training is still relevant today because it was about the need to develop and improve community-based advocacy as the foundation needed to create change, accountability, and direct action that impact people's lives. FLSA - A message to Governor Brown A Message to Governor Brown from IHSS Workers. Your proposal to limit IHSS worker's hours to 40 per week will result in; Loss of our homes, separation from our families, unwanted strangers in our homes caring for our loved ones, unwanted and expensive institutional care, dramatically increased use of food stamps and social services, and guaranteed lapses in care that could result in DEATH. Your father, the Honorable Governor Pat Brown, built the programs you are cutting. In fact, what has changed since YOU were a first time Governor 40 years ago? I remember how you protested social injustice and supported fair labor practices. I was young then too and caring for my severely disabled brother. Your actions as a leader inspired me to become a life long advocate for people like my brother, because you made me believe that we actually mattered. We have been together for 50 years now, and I'm still fighting for him, but I'm just not sure if we actually matter anymore. Will you be the one that finally separates us? You know how much we save the state by keeping our loved ones at home and out of expensive institutional care. Why keep cutting away at a program that was originally designed to balance the state budget in the first place? Why the 40 hour cap? There are so few of us who actually work 40 hours or more. You need to restore our 8% cut in hours too. The state is in the black now and that money bought a lot of groceries. I bet you'd be surprised how many of us actually support our disabled clients on our IHSS wages. Cuts to IHSS are inhumane and ultimately more costly. Honor your father's commitment to a responsive and humane government. Please rethink your strategy and values Sir, they will ultimately determine your legacy.
